The Rules and by laws, which Institutes
shall abide written underneath are:

•Stipend to students as provided under the scheme would be disbursed monthly by the institute.
|
| •The total number of students would not be exceed 40, including non SC/ST/Minority students per class/course, admission being based on merit. The total number of students admitted would preferably contain 30% women SC/OBCs/Minority candidates and 5% disabled SC/OBCs candidates. |
| •The eligibility conditions for candidates would be the same as under the existing scheme, including income ceiling etc. |
| •The institute would claim grant in respect of SCs/OBCs/Minority/ST candidates only. In case it has coaching facilities for other categories also, grant in aid will be given only in respect of SCs/OBCs/ Minority/ST students under this scheme. |
Within one week of starting coaching classes the institute would supply the names of the candidates enrolled or coaching along with their father's name and full address.
Coaching Institutions will monitor the programme continuously and after every quarter of the year, will send quarterly reports to their respective State Government and will send a copy of the same to Ministry. Performance will be assessed on the basis of quarterly reports sent by coaching Institutions as well as the assessment made through inspections by the officials of the State Government and District Administration. |
| FUNDING |
| Funding shall be on contractual payment basis according to the course. The grants shall be received on per unit cost basis. Funded 100% in contractual basis. The financial assistance in respect of various courses would be as under: |
1.The Institute shall admit only candidates securing at least 50% marks in the qualifying for a particular course.
2.The Institute shall allow the representatives of this Ministry or of the State Government to inspect actual working of the scheme.
3.The Institute shall maintain `Card System' giving full Bio Data of each admitted candidates on each card with a view to maintain the record and follow up of the trained candidates.
4.The Institute shall accept OBC/ Minority/SC/ST certificates in prescribed proforma duly issued by the competent authority like Collector/Deputy Collector/Tehsildar etc.
5.The facilities provided by coaching institution financed by the grant from the concerned Ministry would be free. No contribution or fees would be levied on the beneficiaries.
6.The Institute would disburse stipends to candidates on monthly basis for the period from the date of actual admission of candidates, up to the last of his attending the course. Such stipends would not be disbursed to these candidates who are in receipt of stipend/ scholarship under any other scheme of the organization/ Government.
7.The Institute would not utilize the grant for any partisan, political or anti government propaganda. If the Government is satisfied that the Institute has acted in contravention of this Para, future grants could be withheld and the Institute shall be ready to become blacklisted and the already sanctioned grant will be recovered with 18% interest (simple or compound ).
8.The Institute would obtain an undertaking from each of the admitted candidates that once he is admitted or the course opted, he will not leave the course in between without assigning proper justification to the satisfaction of the concerned Ministry. Otherwise, he is liable to refund back to the Government of India all the expenses incurred on his coaching.
9.After the close of each financial year the Institute shall submit immediately the utilization certificate and audited figures of expenditure duly certified by a registered Chartered Accountant comprising.
10.Income and expenditure account/balance sheet for the year including receipt and payment account of the Institute for respect of grants paid to it by the Ministry during the years would be produced.
11.The certificate to the effect that the Institute has not received grant for the same purpose from any other Ministry /Department of the Government would be produced from the Coaching Institute. Society shall furnished a certificate to the effect that it accepts the grant sanctioned to subject, to the terms and conditions to be prescribed by the Ministry and also furnish a bond with two sureties in the name of the competent authority signed by an office bear duly authorized by the Board of Directors of the Institute for the actual implementation of the Scheme and also furnish accounts of the grant sanctioned by the Ministry of welfare.
